The Board of Assessors reviewed and acted on several FY2016 abatement applications, approving abatements for closed businesses and a reduction in assessment value due to property condition, while denying others due to a lack of inspection response or appropriate assessment values. The Board also reviewed and approved statutory exemptions that met the necessary legal requirements for ownership, occupancy, status, income, and assets.

The board reviewed reports from the Health Director, the Nurse, and the Animal/Barn Inspector regarding recent activities. Key discussions included the elimination of late fees for mobile food licenses, a reduction in annual residential kitchen fees, and the implementation of a new $75 inspection fee for non-routine visits. The board also voted to rejoin the Pioneer Valley Tobacco Coalition, appointed a representative to the Valley Health Regional Collaborative, and heard a presentation on the Nicotine Free Generation initiative, which will be revisited in a future session.

The board reviewed and approved several Statutory Exemptions. Additionally, the board approved real estate abatements for three properties: one on Turners Falls Road where an assessment reduction was warranted based on income and expense figures; one on Greenfield Road where an assessment adjustment was applied following a site inspection; and one for a vacant lot on Wendell Road where an adjustment was made due to topography constraints.

The committee meeting focused on updates from the Capital Improvements Committee (CIC), specifically regarding the development of a multi-year capital improvement plan to assist with long-term financial planning. Discussions covered the methodology for presenting project cost estimates, infrastructure maintenance needs such as bridge and road assessments, the burden of unfunded mandates, and potential resources for capital funding. The committee also reviewed the schedule for upcoming budget review meetings and the deadline for budget requests.

The Commission reviewed several requests regarding wetland protection and construction projects. This included approving a Certificate of Compliance for pond restoration and issuing negative determinations for residential demolition and porch construction projects. The Commission also confirmed wetland resource area boundaries and continued a review for a proposed garage construction. Additionally, the Commission approved Orders of Conditions for a wetland restoration plan at Rod Shop Road, new single-family house construction at 82 Chestnut Hill Loop, and the installation of a force main for the Conte Anadromous Fish Research Laboratory. The meeting concluded with a review of a monitoring report for FirstLight Power Services LLC.
