The Board held a public hearing to discuss the proposed 2026 millage rate increase. The discussion addressed the rationale for the adjustment, specifically the move to partially offset the elimination of flat annual fees for EMS and landfill operations with ad valorem revenue. Key topics included the status of the property tax digest, public concerns regarding property valuation and taxation inequities, and the potential service-level impacts of budget constraints on recreation programs and road maintenance. The Board also reviewed fiscal obligations, such as detention center debt service and the funding requirements for essential public safety services.
The meeting focused on general procedural matters and administrative updates. The board discussed the current status of applications for changes of zoning, variances, or permits, noting that none were ready for action but one is pending complete paperwork. The Zoning Administrator provided an update regarding the possibility of an upcoming appeal concerning the denial of a building permit and potential future variance applications.
The board reviewed several department reports, including updates on recreation, fire services, animal control, EMS, and road work. Citizens addressed the commission regarding road closures and property permitting issues. The board considered and approved a proposal to purchase kitchen equipment for the detention center, approved the use of jail funds for inmate supplies, and authorized the transfer of PTRLOST funds to the general fund for millage rate reduction. Additionally, the board authorized a pre-closure engineering plan for the county landfill and officially proclaimed August 7th as Candler County Official Purple Heart Day. Administrative reports covered updates on property assessments, tax digest schedules, detention center operations, and a personnel matter discussed during executive session.
