This program schedule outlines the curriculum and timeline for the SC Certified Public Manager® 2028 Program. It details a series of professional development courses and events designed to enhance leadership, management, and strategic capabilities. Key focus areas include supervisory practices, workplace dynamics, emotional intelligence, team leadership, project management, performance analysis, organizational culture, and change management.

This final report reviews South Carolina's public health delivery and organization, identifying opportunities to improve its health and human services system. It proposes seven key recommendations: streamlining state agency structure, building a comprehensive strategic plan for health and human services, increasing healthcare capacity for mental health, substance use, and disabilities services, improving service quality, enhancing preventative care, simplifying constituent navigation to benefits and services, and strengthening the state's health and human services workforce. The aim is to improve health outcomes, enhance efficiency, and increase value for state expenditures.

The council convened to discuss updates on various nuclear programs and facilities. Key topics included the Salt Waste Treatment Program, the Plutonium Disposition Program at SRS, and activities at the Barnwell facility. Discussions covered the progress of the Salt Waste Processing Facilities, the Modular Caustic Side Solvent Extraction, and the Actinide Removal Process. Updates were provided on the MOX facility, the Pit Disassembly and Conversion Facility, and the Waste Solidification Building. The council also addressed high-level waste treatment, tank closure objectives, and the regulatory status of the Barnwell facility.

The meeting included discussions on the Fukushima Tier 1 report, emergency common operating picture, high temperature gas-cooled reactor at SRS, SC Department of Health & Environmental Control, DOE FY13 & FY 14 Budget Update & Liquid Waste Operations Impacts, and public comments. Key topics included lessons learned from Fukushima, the development of emergency management tools, the commercialization of high-temperature gas-cooled reactors, the impact of budget cuts on waste management, and public concerns about nuclear technology.

The meeting addressed the resignation of Bill Mottel and the approval of minutes from the December 11, 2008 meeting. Concerns were raised about the decision to curtail the development of Yucca Mountain, with a consensus that stakeholders should participate in recommending a permanent disposal option. Discussions covered the American Recovery and Reinvestment Act (ARRA) and its impact on environmental cleanup, decommissioning programs, and the importance of safety and security at the Savannah River Site. Updates were provided on the MOX, PDCF, WSB projects, plutonium consolidation and disposition, and the liquid waste disposition efforts, including the Salt Waste Processing Facility. The council also discussed the strategic plan for the Savannah River Site and various aspects of liquid waste disposition activities.
