The council held a special meeting to conduct an executive session regarding contractual negotiations and the potential sale or purchase of property. Additionally, the council approved Ordinance No. 26-011, which amends the Pemberly Park Planned Development District zoning map. This amendment permits the use of a 4.32-acre parcel for the development of up to 60 senior multifamily apartments, authorizes the relocation of an access drive, and increases the maximum building height to 38 feet.

The council meeting addressed several operational and developmental matters. Key actions included hiring a special counsel for legal issues, receiving a food drive trophy presentation, and issuing multiple mayoral proclamations. The council denied a zoning amendment request for property on Cambridge Avenue East. Additionally, they approved the adoption of a new city code, an amendment to a planned development district to allow for senior apartments, the arcade facade improvement program, funding for Greenwood Museum parking improvements, and an agreement with the YMCA for splash pad operations. The council also heard updates on board vacancies and ward reports.

The council discussed and approved procedures and rules for business license tax assessments and appeals. Additionally, the council appointed themselves as the hearing officer for a business license suspension and revocation hearing for the Uptown Grill.
