This virtual meeting of the Community Steering Committee is scheduled to guide the implementation of the Community Air Monitoring Plan (CAMP) and the Community Emissions Reduction Plan (CERP) through the Assembly Bill (AB) 617 Community Air Initiatives. This document presents the 2020 Annual Report and the 2021 Plan Update for the South Coast Air Quality Management District's Clean Fuels Program. This document serves as the 2021 Annual Report and 2022 Plan Update for the South Coast Air Quality Management District's Clean Fuels Program. Its primary objective is to outline the program's strategic direction and efforts to achieve significant nitrogen oxides (NOx) emission reductions and improve air quality in the South Coast Air Basin. The plan focuses on accelerating the development, demonstration, and deployment of clean fuels and advanced transportation technologies through public-private partnerships. Key strategic areas include hydrogen/mobile fuel cells, engine systems, electric/hybrid vehicles, fueling infrastructure, and stationary clean fuels. The 2022 plan specifically targets near-term emission reductions to meet federal and state clean air standards, protect public health, and foster a sustainable energy future.

The South Coast Air Quality Management District's proposed General Fund Budget and Work Program for Fiscal Year 2022-23, includes a multi-year financial summary of all revenues, expenditures and staffing used by each of South Coast AQMD's programs in the delivery of essential services to clean the air and to protect the health of all residents in the South Coast Air District through practical and innovative strategies. The proposed budget for FY 2022-23 is a balanced budget with expenditures and revenues of $189 .2 million and 970 positions.

The meeting included discussion of the General Fund Budget Summary, expenditure and revenue comparisons, proposed staff changes, revenue and expenditure uncertainties, and a five-year projection. It also covered proposed amendments to Regulation III, including a CPI-based fee increase and other rule amendments with and without fee impacts. The discussion included cost recovery for SCAQMD, estimation of staff costs, and socioeconomic impact assessments.
