The Jasper-Troupsburg Central School District's Professional Learning Plan aims to improve student achievement by providing ongoing professional development opportunities. Guided by the vision to equip all members with problem-solving skills and good citizenship, the plan focuses on three main objectives for 2025-2026: enhancing instructional excellence to increase ELA and Math cohort performance by 5%, fostering a community of care and wellness by improving Measurable Results Assessment performance by 3 points, and strengthening a culture of collaboration to achieve 90% K-12 student attendance. It also details CTLE requirements and includes a New Teacher Mentor Program.

The meeting involved the approval of a contract with a property owner to purchase approximately 16.6 acres of land located at 2511 Hunter Hill Road, Jasper, County of Steuben and State of New York, identified as a portion of Tax Map No. 325.00-01-011.100, at a cost of Three Hundred Fifty Thousand ($350,000.00) Dollars for School District purposes.

The Board of Education convened for a re-organization meeting, during which they re-elected the President and Vice-President for the 2025-2026 school year. The board approved the appointment of the Superintendent of Schools, District Clerk, Deputy District Clerk, Tax Collector, and various lead evaluators and coordinators. They also appointed a school physician, construction manager, architectural & engineering firm, independent auditor, financial advisor, and bond counsel. Official depositories for district funds and official newspapers were designated. Further actions included approving substitute teacher and support staff rates, district mileage rate, and the Superintendent's attendance at the NYSCOSS Conference. The board also discussed administrative reports, including updates on summer cleaning, the recertification of JT Elementary as a Leader in Me Lighthouse School, and the transition to Google.

The meeting included presentations from the Elementary and High School Building Leadership Teams, administrative reports covering facilities updates, graduation arrangements, and capital improvement projects. The board discussed the implementation of a new state-wide cell phone ban in schools, athletic participation numbers for fall sports, and upcoming FEMA town hall. They reviewed old business and BOE policies related to board member nominations, employee disciplinary records, maximum temperatures for school buildings, and the use of internet-enabled devices. The board also held an executive session for CPSE, CSE, and 504 recommendations, as well as personnel and negotiations matters.

The Board of Education meeting included a 6th budget presentation outlining the proposed budget for 2025-2026 and propositions for the upcoming vote. Updates were provided on facility repairs, capital improvement projects, and elementary school activities. The High School Principal outlined the Ex Officio Student Board Member process. There was discussion regarding FEMA's 50% threshold for building replacement and the need for land acquisition and blueprint development. The board also discussed establishing a threshold limit for budget transfers. The board approved warrants, the Property Tax Report Card, and the school budget for 2025-2026. They accepted the resignation of an Elementary Art Teacher and approved the first reading of the Jasper-Troupsburg Organizational Chart, the 2024-25 Capital Outlay Project, the GST BOCES 2025-26 Administrative Budget, and an updated school district calendar. Additionally, they approved the discard of library items, a senior trip date change, and a non-resident student request. The meeting concluded with a proposed executive session for personnel and negotiations matters.
