The Greenfield Common Council will consider Ordinance No. 2025/35 for the proposed budget of the Greenfield Civil City for the year ending December 31, 2026.

The meeting included the swearing in of new police officers. Discussions involved a grant request for The Landing, which was approved. A public hearing was held regarding non-compliance of CF-1 filing for Hitachi Astemo Greenfield, LLC, followed by a resolution waiving the non-compliance. The council approved resolutions related to the Downtown Greenfield Development Area and the Lilly Legacy Economic Development Area. An ordinance regarding the annexation of an area near Meridian Road and McKenzie Road was also discussed. Additionally, there was a discussion regarding extending the summer rate for water customers, and a citizen expressed appreciation and suggestions to the Council and Mayor.

The Common Council convened to discuss and approve the appropriations and tax rates for Greenfield Civil City for the year ending December 31, 2025. The council set apart sums out of several funds for specified purposes, subject to governing laws. Property tax levies and rates were included to raise revenue for necessary expenses. Budget Form 4-B for all funds was completed and submitted as prescribed by the Department of Local Government Finance. The council also discussed the intent to issue debt and file a shortfall appeal.

The ordinance fixes the salaries of elected and appointed officers and employees of the City of Greenfield, Indiana, including those in the Municipal Electric, Municipal Water, Municipal Sewage, Municipal Storm Water, Administrative, and Clerical departments. It details the maximum annual salaries for various positions for the fiscal year 2025, including longevity compensation, stipends, and other benefits. The ordinance also covers part-time employees, per diem rates for meals and travel, and boot allowances.

The meeting included appreciation certificates presented to city employees for years of service. The Clerk-Treasurer's Office requested approval of the Claims Docket and the August 2025 Payroll Allowance Docket. An update was provided on the employee contribution for the 2026 Medical Insurance and on the 2024 Audit Engagement with State Board of Accounts. The Parks Department requested approval of the Memorandum of Understanding between the City of Greenfield and INDOT for the vinyl wrapping of electrical boxes. The Engineering Department requested approval of the Professional Services Agreement with United Consulting for the appraisal services of the mixed use development. The Street Department requested approval of the Community Crossings Matching Grant Change Order #1. The Human Resources requested approval of the Mayor's appointment to hire Kasey Napier to Animal Control Superintendent. The Waste Water Department requested approval of the recommendation from American Structurepoint, Inc. and Conexco, Inc. Change Order #4 for the Waterview lift Station Relocation Project. The Water Department requested approval for the invoices that have been submitted from Donohue and Associates, Inc. for engineering services rendered for the Southside Water Improvements Project-Water Storage Tower Project. The Information Technology Department requested approval for the Agreement between the City of Greenfield and CivicPlus to redesign and host the city website. The Fire Department requested approval for Mark Warren to take a pool car for out-of-state travel to Lansing, MI for fire truck mechanic classes.
