The plan emphasizes process improvement through methodologies like Lean Six Sigma, leveraging technology for real-time system awareness and leak detection, and implementing strategies for revenue recovery. The overarching mission is to deliver exceptional services and foster a high quality of life for all citizens.

The City Council conducted a regular meeting to address a variety of municipal matters. Key discussions included management awards and recognitions, the authorization of budget write-offs for water, sewer, and sanitation services, and the approval of resolutions regarding fiber connectivity projects, contract awards for maintenance, and the sale of city-owned property. Several zoning ordinances and special exceptions were considered, including zone changes for retail development, annexations, and the designation of tax abatement reinvestment zones. The Council also held public hearings regarding requests for public access easement vacations, specific use permits for kennel facilities, and various oil and gas well drilling permits.

The City Council conducted a briefing session and a regular session. Key topics included the approval of various resolutions related to professional service agreements, economic development agreements, the acquisition of real property interests, rate cases, and the appropriation of funds. The Council also held second readings for ordinances involving zoning changes, specific use permits, and budget amendments. The Council received an informational update from the I-20 Wildlife Preserve regarding the history, completed grant-funded phases, and current programs of the preserve. The organization requested permission to transition to a membership model prior to completing their third phase, which is expected to return as a formal action item for Council consideration in the future.

The City Council meeting addressed various municipal matters including the purchase of water treatment chemicals, the renovation project for Hogan Park's Quail Course, and agreements with the Texas Department of Transportation. Economic development incentives and commercial lease amendments for AST & Science, LLC were approved. Several oil and gas well drilling permits were issued with waivers for road repair agreements. The Council discussed zoning map amendments, including the rezoning of property for regional retail and single-family dwelling districts, and adopted a fee schedule. A new ordinance was introduced to address pedestrian safety, known as the Clear Zone Ordinance. Additionally, the Council made several appointments to various boards and commissions and received a staff presentation on savings and efficiency strategies.
