This document establishes Washington's Multi-Tiered System of Supports (MTSS) Framework to ensure equitable outcomes for every student in the PK-12 system and to reduce persistent opportunity gaps. The framework is guided by values of equity, inclusion, and collaboration, and is built upon essential components: team-driven shared leadership, data-based decision-making, family, student, and community engagement, a continuum of tiered supports (Tier 1, 2, and 3), and evidence-based practices. The overarching goal is for 90% of students in the Class of 2027, across all demographic groups, to achieve at least one of the state's graduation pathways, preparing all students for post-secondary pathways, careers, and civic engagement.
The Colville School District's 2021-2022 Department of Learning plan aims to enhance learning for all students by supporting leaders and educators through evidence-based practices. The vision is for all students to graduate with future plans and goals. This will be achieved through Professional Learning Communities (PLCs), guaranteed and viable curriculums, common formative assessments, data analysis, and refined pedagogy, resulting in a robust multi-tiered system of support (MTSS). The plan includes various initiatives across K-12 teams (ELA, Science, Math, Social Studies), a new teachers' cadre, a highly capable leadership team, a special education PLC, and other learning actions focused on professional development, curriculum review, assessment coordination, and materials purchasing. The overarching goal is to surpass state-level student learning outcomes in Washington state.
