The regular Council meeting included a Truth in Taxation Hearing where a modification to the levy resulting in approximately a 5% increase was discussed, with attendees advised to contact the County Assessor regarding home evaluations. Key actions included the approval of final completion and final pay application for the Airport Crack Repairs & Surface Treatment project. Resolution 2025-12-03-1, approving a State Airport Fund Grant Agreement with the Minnesota Department of Transportation, was passed. The council also approved a contract renewal with Axon for body cameras using Public Safety Aid funds. Two resolutions were adopted to accept public donations: one for Central Park Playground Renovation and another for a memorial bench dedicated to Denise Hanson at Central Park. Furthermore, the council appointed Rick Bueltel to fill a city council vacancy and approved November vendor transactions, holding back payment to Bolton & Menk pending further discussion on engineering costs for the Lexington/Maple Ave N. extension project.

The Council also approved the purchase of a radio, a deck gun, and a floating pump using Public Safety Aid money, following the receipt of a 50/50 matching grant from the MN DNR. The Canby Airport Maintenance and Operations Grant Agreement for 2026 and 2027 was approved. A preliminary discussion of the 2026 Budget highlighted a 12.24% increase in health insurance. The council also approved vendor transactions for August and finalized the warranty deed transfer and the hiring of the new police officer.
