The Commission evaluated Year 10 incentives, including the Home Office Insurance Premium Tax Credit, the Quality Jobs Program, the 21st Century Quality Jobs Program, the Small Employer Quality Jobs Program, the Aerospace Engineer Employee and Employer Tax Credit, the Cyber Security Employee Tax Credit, the Investment/New Jobs Tax Credit, the Excise Tax Exemption on Aircraft Sales, and various aircraft maintenance and manufacturing facility tax exemptions. The Commission took action to retain, reconfigure, or modify these programs to improve compliance, data collection, and alignment with state economic goals.

The commission reviewed presentations on the 2025 Year-Ten incentives, including recommendations for various tax credits and exemptions such as the Home Office Insurance Premium Tax Credit, Quality Jobs Program, 21st Century Quality Jobs Program, Small Employer Quality Jobs Program, Aerospace Employee and Employer Tax Credit, Cyber Security Employee Tax Credit, Investment/New Jobs Tax Credit, and several aircraft-related sales tax exemptions. Additionally, the commission received an overview of upcoming public hearing guidelines and approved the meeting schedule for the 2026 calendar year.

The commission conducted elections for the Chairperson and Vice-Chairperson for the 2026 term. Members discussed and approved the 2026-2029 incentive evaluation schedule, incorporating the Strategic Industrial Development Enhancement Act into the 2026 review cycle. A subcommittee provided a report on the new evaluation criteria, which now place a greater emphasis on longitudinal data and the cumulative economic impact of layering multiple incentives. The commission reviewed the procedural timeline for the upcoming year, including planned stakeholder engagement, and received updates regarding legislative activity involving the commission.

The Commission approved the placement of the Fallen Heroes Christmas Tree in the Hall of Heroes for the holiday season. Updates were provided regarding proposed private-funded monuments for Gold Star Families and the Native American Warrior Memorial, both of which will require future commission review of designs and locations. The Commission also approved the 2026 meeting schedule. Additionally, the Collections Manager reported on the maintenance of bronze sculptures, humidity monitoring efforts to protect artwork, and training initiatives for janitorial staff regarding the care of Capitol art. A brief update was provided on preconstruction activities for the Capitol Arch project.

The board discussed and approved a partnership between the Oklahoma Accountancy Board and Bank of America to recover credit card processing merchant fees. Additionally, the board approved a request from the OMES Information Services Division to charge state agencies for AWS Connect services under an interagency agreement. The board also reviewed and approved the proposed schedule of meetings for the upcoming calendar year.
