The council recognized the five-year work anniversary of the Police Chief and discussed performance metrics including response times and crime rates. Furthermore, the council reviewed a monthly financial report and discussed a lease agreement for a brewery and restaurant at the Pavilion parking garage. Significant attention was given to a property purchase agreement at 2423 Coal to support neighborhood development. Additionally, the Assistant City Manager and CFO presented a new debt issuance mechanism for the Baron's Branch downtown redevelopment project, intended to provide interest savings through a phased construction loan approach covering park, street, and utility infrastructure upgrades.
