The work session was convened for the purpose of conducting a Board of Trustee training session.

The agenda includes the review of financial reports, consideration of a daily holding fee agreement with the Rio Grande County Sheriff Office, and various permits and licenses. Proposed items include an Arbor Day Proclamation, a resolution for a multijurisdictional housing planning grant, and a resolution regarding a Rio Grande County caboose. Staff reports from the police, public works, town hall, and town attorney are scheduled, along with a presentation from the Chamber of Commerce.

The Board addressed a variety of municipal items, including the oath of office for a new board member and a presentation regarding the potential nomination of the Del Norte Cemetery to the national and state registers of historic places. Actions were taken on contracts and permits, such as tabling a memorial bench request for further research, authorizing a loan repayment to the Colorado Water Resource Authority, and approving several liquor license renewals and special event permits for local parades and holiday events. Furthermore, the Board adopted various resolutions and ordinances, including bank signatory changes, an ordinance establishing expedited review for affordable housing to align with state requirements, and a proclamation designating November as Restorative Justice Month. Staff reports were submitted from the police and public works departments, and discussion occurred regarding a potential ballot question to move the municipal election date.

The Board discussed various items including requests regarding land vacation and sale near Cherry Street, updates on highway banner poles, and the transfer of the caboose title to the Rio Grande Museum. Deliberations occurred regarding a potential sale of a bucket truck, pavement repair requests on Ninth Street, and a proposal for the D Mountain Park and Recreation District. The Board approved agreements for a sign easement, legal services regarding an Xcel franchise, and a planning agreement for the Cherry Street housing project. Additionally, the Board reviewed and approved several special event permits and discussed proposed amendments to an ordinance concerning outdoor seating for retail establishments, and an executive session was held to receive legal advice.

The Board of Trustees held a public hearing regarding an application from Sursy Del Norte, LLC to change their liquor license from a Lodging Liquor license to a Hotel Restaurant Liquor license. Due to the absence of the applicant, the hearing was continued to a later date.
