The meeting included the presentation of proclamations for Building Safety Month and Walk and Bike Month. Further business included the approval of an eighth amendment to the Centerra Master Financing and Intergovernmental Agreement, the Centerra South Intergovernmental Agreement, and a waiver of surface drilling rights for the Centerra South property. Additionally, the council approved a fee waiver for Habitat for Humanity and an amendment to a citywide electrical services contract, and called for two future special meetings.

The council meeting addressed several proclamations, public comments regarding the Centerra South project and municipal board operations, and consent agenda items, including planning commission appointments and ward boundary redistricting ordinances. Discussions also covered a sign code update, the continuation of a downtown business patio program, and a joint executive session with the Loveland Urban Renewal Authority regarding the Centerra South development project financing and negotiations.

The council recognized the City of Loveland as a regional site for the Veterans Day observation and held a moment of silence for Colorado House Minority Leader Hugh McKean. Public comments were heard regarding electromagnetic radiation from cell towers, the conduct of the City Manager, and concerns about local code enforcement and homeless initiatives. The council approved the annexation and zoning for the Willow Bend Addition, updated the name and function of the Open Lands and Trails Advisory Commission, authorized an affordable housing designation, and renewed property and liability insurance. New business included a discussion on administrative regulations, the adoption of updated international building codes, the creation of a new Nuisance Ordinance, and the approval of an intergovernmental agreement for the acquisition of Heaven's Door Ranch. Updates were also provided on the city's emergency unauthorized encampment ban efforts.

Extensive public comment was held regarding the proposed Centerra South Urban Renewal Area (URA) plan. The council reviewed and ultimately approved the Centerra South Urban Renewal Plan and modifications to the US 34/Crossroads Corridor Renewal Plan. Additionally, a request for annexation and zoning for the Westerdoll North Addition was opened and continued to a future special meeting. Other business included an update on Youth Advisory Commission interviews and visits to the local Amazon facility.

The Council meeting involved several proclamations, including National Engineers Week and PulsePoint & AED Awareness. Discussions and actions included a change to the City Council Rules of Procedure regarding questioning, the appointment of a new Deputy Municipal Judge, and the adoption of a three-mile plan for the city. Significant development projects and financial matters were addressed, including the annexation and zoning of the Taft Ridge First Addition and the appointment of a Board of Directors for the Lakeview Metropolitan District. The council also deliberated on broadband construction service contracts and the restructuring of the Loveland Urban Renewal Authority (LURA), including appointing new members and conducting an orientation on URA history, legal powers, and the benefits and challenges of tax increment financing.
