This document outlines the City of Lewisville's Water Conservation and Emergency Water Management Plan for the period of 2024-2029. The plan is structured into two main components: water conservation, focusing on strategies to control water consumption, reduce loss and waste, improve efficiency, and increase recycling; and emergency water management, addressing procedures for demand reduction during water shortages due to drought or other emergencies. Key strategic elements include accurate metering, leak detection, public education, non-promotional rate structures, and coordination with regional water planning groups, with an overarching goal to manage water supplies, reduce losses, and ensure water availability.

The City Council workshop session included discussions on the consent and regular agenda items, such as an ordinance for an accessory structure and an economic development agreement. Key project updates focused on the public safety campus project, design services for the Louisville Valley project, and change orders for the Corporate Drive project. Other topics included disbursements for the Boys and Girls Club, a grant agreement with the Federal Highway Administration, and a new process for board commission and committee appointments. Additionally, the Council reviewed a report on membership fees for the Thrive recreation center, which included a cost recovery analysis and feedback from community engagement efforts.

The committee discussed an overview of term positions and leadership roles, established recommendations for the 2026-2027 Social Service Grant funding, and reviewed the timeline and scoring deadlines for the 2026-2027 CDBG Public Infrastructure application.

The council performed the canvassing of election returns and declared the official results for council member place number one and place number three. A resolution canvassing the returns and declaring these election results was formally approved. The meeting also included the presentation of the certificate of election and the administration of the oath of office for the newly elected council member for place number three. Additionally, a visitors forum was held to allow public comments.

The agenda includes presentations and possible actions regarding the Sparrow Park and Trail engagement project, an update on Thrive membership fees, and a report on partnership highlights. Additionally, the meeting will cover various departmental reports regarding community interest, including updates from the Director, Assistant Director, CIP Manager, Preserve and Greenbelt Manager, Program's Manager, Park Operations Manager, and information on volunteer opportunities.
