The meeting included discussions and updates on Swenson Park, covering topics such as the concession stand, maintenance fees for field usage, and advertising agreements. The council discussed and approved a special event permit for the 2025 Hometown Christmas event, including road closures and the use of city resources. They also approved a cannabis dispensary license for Unity Road, LLC. The Engineer reported on the WRRF project, Western Ave project, city-wide water model project, and the Mickelson Rd shared use path. Concerns were raised about drainage issues affecting farmland. Reports were given by the Fire Department, Code Enforcement, Public Works, Finance Officer, and City Administrator. The council reviewed a proposed advertising plan for economic development funds. A funding request from the Hartford Area Development Foundation was discussed but ultimately failed. Keith Carlson was appointed to the open seat in Ward 1.

The City Council approved the 2026 requested budget, assigning funds for Park and Recreation Capital Improvements. The board members were asked to review the park master plan from ISG for future planning.

The Planning and Zoning meeting included discussions and actions on several conditional use applications, including one for multifamily units in Windsor Addition and another for a detached garage on N Main Ave. The board also reviewed and discussed a project plan submitted by Windsor Group LLC for the creation of Tax Increment Finance District #3, and recommended its creation to the city council. Additionally, the board discussed rescheduling the November 11, 2025 meeting due to the Veterans Day holiday. Updates were provided on various projects including the Western Ave Expansion, WRRF, Swenson Parking Lot, TA Grant, Kelly Ave Drainage Study, and a city-wide water model.

The council discussed issues related to water drainage from the Swenson Addition affecting farmland and agreed to add it to a future agenda. They approved liquor license renewals for 2026 and a special assessment for the 12th St/Oaks Ave Street Project, addressing concerns from the HADF regarding their portion of the assessments. Additionally, they approved the creation of Tax Increment Finance District #3 for a development project at Hwy 38/Colton Rd. Reports were heard from the Sheriff's Department, City Engineer, Public Works Superintendent, Finance Officer, and City Administrator, covering topics such as traffic on 12th St, progress on the WRRF and Western Ave projects, winter preparations, lagoon samples, park maintenance, and updates on the Nielson Development. The council also approved a billboard lease renewal and entered an executive session for legal and economic development matters.
