The 2025 Urban Water Management Plan for Santa Clarita Valley Water Agency is a long-term strategy evaluating water supply and demand conditions over a 20-year planning horizon to ensure reliability through 2050. This document outlines the outreach and engagement strategy and summarizes workshop feedback for the Santa Clarita Valley Water Agency's 2025 Urban Water Management Plan. The plan focuses on ensuring long-term water supply reliability and resilience by integrating community input on population growth, climate change, regulatory compliance, and infrastructure investments. Key strategic areas include maintaining a diversified water supply portfolio comprising groundwater, imported water, recycled water, banking, and conservation, alongside robust planning for multi-year droughts and ensuring financial capacity. The initiative aims for broad public participation, elevated community understanding of urban water management, transparent feedback integration, and strengthened trust to create an accessible, community-informed planning document that addresses future challenges through innovation and collaboration.

The meeting included a public hearing regarding assessment tax for the Tesoro Del Valle Development, resulting in the approval of revised water standby charges. The Board adopted multiple resolutions regarding the appropriation of unappropriated funds, the adoption of an appropriation limit, and the setting of tax rates for various counties. Additionally, the Board authorized the adoption of CEQA findings for the Legacy Village subdivision annexation. The General Manager provided updates on emergency simulation exercises and groundwater sustainability planning. The Board also reviewed various committee and director reports, rejected a personal injury and property damage claim in closed session, and approved full Board attendance for the upcoming Well 2026 SoCal Water Summit.

The Committee reviewed the recommendation to award a contract for the installation of AMI compatible meters, the monthly operations and production report, and the capital improvement projects construction status report. Additionally, the Committee reviewed the planning calendars and received general reports on treatment, distribution, operations, maintenance, and engineering services, including updates on hydraulic modeling, ongoing projects, and employee reviews.

The plan's core pillar is engagement, which integrates various strategies including rates, incentives, enforcement, and technology. Key initiatives involve increasing awareness of personalized water use, targeting high water users and large landscapes, and driving participation in outdoor programs. The strategy also includes launching direct customer engagement tools, connecting outreach to actionable pathways, and positioning engagement to support future programs, with an initial focus on outdoor and unintentional water uses, as well as the implementation of non-functional turf bans and recycled water use ordinances.
