Colorado Resiliency Framework 2025-2029
The Colorado Resiliency Framework is a statewide plan designed to help Colorado communities prepare for, adapt to, and recover from various challenges. It identifies risks such as natural disasters, economic transitions, and critical infrastructure issues, emphasizing the ability to maintain quality of life for present and future generations. The framework addresses four key areas: risks from hazards, equitable access to resources, the impacts of an evolving economy, and the effects of climate change. It outlines five priority goals for state agencies over the next five years: reducing risk across communities and sectors, building a future-ready inclusive economy, advancing resilient and modernized infrastructure, equipping local governments to advance strategic growth, and increasing resilient and affordable housing.

New Grantee Orientation
The session served as an orientation for new grantees of the Accessory Dwelling Unit (ADU) Grant Program. Key discussion points included general guidance on the grant agreement, emphasizing that the notice of award is not a contract and expenditures must await the fully executed grant agreement. Detailed guidance was provided on required documentation, such as monthly invoices for consultants, which must align with the scope of work and grant timeline. Discussion covered reviewing grant agreement sections like project description, work description, performance measures (milestones), personnel, budget, and final report requirements. There was specific guidance on procurement processes for consultants, including competitive bidding or justifying the use of previously engaged consultants, and the requirement to submit draft deliverables before adoption for review. Furthermore, grantees who applied for ADU Supportive Jurisdiction Pre-certification were reminded of the deadline for final certification by the end of the year. The presentation also highlighted various resources, including ongoing peer exchange meetings and land use and housing webinars.
