The Council held public hearings on several items including an ordinance for a special source revenue credit agreement, a rezoning request for properties on LC Drive and Belgrade Avenue, proposed amendments to the Zoning and Land Development Regulations regarding infrastructure considerations for upzoning and lapse of approval provisions, and an amendment to the Hamlin Beach Community Historic District designation.

The council discussed updates to the traffic calming program, including changes to support petition requirements, speed limit constraints, and implementation procedures. Council members debated the cost-sharing between the county and municipalities for traffic calming measures on state roads and the impact on emergency services. Additionally, the meeting included discussion regarding the installation of a pedestrian signal device and the approval of financial incentives for a manufacturing project.

The Board of Zoning Appeals convened to conduct a hearing regarding an appeal of an administrative determination made by the interim zoning and planning director. Key discussion topics included the legal requirements for resource extraction projects, the procedural timeline for filing appeals, and the criteria for zoning exemptions related to residential, recreational, or bonafide agricultural use. The appellant presented arguments concerning the classification of mining activities and whether previous denials of similar projects impacted current administrative decisions. The Board also reviewed evidence submitted by the applicant and staff, discussed the authority to subpoena witnesses, and addressed compliance with the Freedom of Information Act.

The committee discussed sustainability initiatives including a draft plastic bag ordinance, the rebranding of the Climate Action Plan to the Sustainability Plan, an Energy Savings Performance Contract, and the implementation of a federally awarded block grant for residential energy retrofits. Resilience updates covered vulnerability assessment strategies, the development of a Voluntary Organizations Active in Disaster (VOAD) coalition, and planning for an upcoming regional symposium. Community engagement efforts were also reviewed, and public comments regarding the plastic bag ordinance were heard.

The committee discussed the introduction of new staff and conducted an advisory committee membership review, including leadership re-election for the upcoming year. The committee also finalized proposed meeting dates for the upcoming year.
