The County of Carbon, Pennsylvania, will hold a joint public hearing on behalf of the Carbon County Hospital Authority, Carbon County, Pennsylvania, and Northampton County, Pennsylvania, regarding the proposed issuance of tax-exempt bonds by the Authority for a hospital bond financing plan. The bonds will be used to refinance or reimburse costs related to the construction, renovation, equipping, and capital improvements of healthcare facilities, specifically Lehigh Valley Hospital -- Carbon and Lehigh Valley Hospital -- Hecktown Oaks. The hearing will address the issuance of bonds not exceeding $100,000,000.

The public hearing is to announce the Modification of FY2024 CDBG funds for the Lehighton Borough. The borough is upgrading the billing office to make it ADA handi-cap accessible but is deleting a portion of this project. The remaining funds will be used toward a sidewalk project at Community Grove Park to install ADA crossover / depressions. Carbon County has updated its Section 504 Transition Plan for the Lehighton Borough to note the modifications needed for the above-mentioned projects.

The public hearing is to receive citizen input and comments for the use of Fiscal Year 2023 CDBG funds for Entitlement and Non-Entitlement communities. The anticipated amount for Carbon County Entitlement & Non-Entitlement communities for funding year 2023 is $706,317.00 in project costs and $155,042.00 in administrative costs, with a total grant of $861,359.00. Projects selected for FY2023 include water improvements, housing rehabilitation, clearance & demolition, street improvements, park improvements and public improvements. The three year plan includes flood & drainage facilities, water sewer improvements, parks & recreation facilities, street improvements and clearance & demolition.

This Hazard Mitigation Plan Update for Carbon County, completed in July 2015, serves as a blueprint for reducing property damage and saving lives from natural and man-made disasters. It aims to qualify the County for grant funding, comply with legislative requirements, demonstrate commitment to mitigation principles, and improve community resiliency. The plan identifies and profiles 16 significant hazards, including drought, flood, hailstorms, hurricanes, landslides, radon exposure, wildfires, winter storms, and various technological and human-made hazards. It assesses the vulnerability of people, buildings, infrastructure, and critical facilities to these hazards, providing a factual basis for mitigation strategies and actions.
