This Special Education Program Review for Flint Community Schools, conducted by the American Institutes for Research, examines the design and delivery of programs and services for students with disabilities as part of the Flint Water Crisis settlement agreement. The review identifies seven strengths and nine areas for improvement, leading to six key recommendations. These recommendations focus on strengthening family outreach, enhancing internal staff communication, refining procedural and policy guidance, promoting high-quality student support plans, establishing clear organizational staffing and role profiles, and revamping professional development offerings to support continuous improvement in special education services.
