The council conducted a swearing-in ceremony for a new firefighter and adopted a proclamation declaring May as Affordable Housing Month. Public hearings were held regarding a status update on CDBG-CV grant-funded activities, a voluntary annexation application for land near Mittman Road and the US 61 bypass, and an amendment to the 2025-2026 fiscal year budget. Council action included the approval of the annexation and the associated zoning ordinance, adoption of the budget amendment, a second reading for refuse collection fees, and an amendment to allow for municipal infractions on first violations of weed and vegetation management regulations.

The board approved significant financial claims and awarded a bid to Horizon Architecture for the Old Muscatine County Jail Rehabilitation Project. Legislative actions included approving the second reading of an ordinance to amend the County Code regarding utility-scale solar energy systems. The board also authorized several utility permits, signed a statement of election costs for a special district election, and issued a proclamation designating Mental Health Month. Additionally, the board approved a revised class specification and grade recommendation for an administrative secretary position and received updates on secondary road projects, zoning developments, and the potential future surplus declaration of the Washington Street facility.

The board discussed three appeal cases. The first case concerned an application to convert a single-family home into a duplex in a district where such use is not permitted. The second case involved a request to construct a carport that would exceed the maximum allowable cumulative square footage for accessory buildings. The third case addressed a proposal to build a privacy fence that exceeds the height restrictions for the rear of the property.

The board considered Appeal Case #ZBAV-40, which involved a request to allow the construction of a 30'x36' garage on a property. The project would result in the total square footage of accessory buildings and garages exceeding the maximum limit set by the City Code. The board reviewed the request, including the intended purpose for boat and item storage and the proposed location on the lot, and subsequently approved the appeal.

The Council meeting included a presentation from a local manufacturing company regarding a proposed facility expansion, which is expected to create new jobs and increase production capacity. The Council provided consensus to proceed with a TIF support agreement for the project. Additionally, a discussion was held with the Iowa Chamber Alliance regarding recent legislative changes impacting cities and businesses, specifically focusing on property tax reforms, TIF restrictions, and municipal bonding.
