This document presents the 2022 proposed Financial and Management Plan for the Indianapolis Public Transportation Corporation (IndyGo). The Board of Directors discussed various action items including updates to the Five Year Capital Plan, the approval of Purple Line Task Order 5 for design and environmental services, A&E design task orders for facility projects, and an amendment to the Red Line construction management contract. The Board also reviewed cellular service contracts, adopted a resolution commemorating the 50th Anniversary of the Kennedy/King Memorial Initiative with free transit rides, and discussed finance, public affairs, and planning reports.

The board meeting addressed several key agenda items, including system-wide service changes and a related service equity analysis, and approved a task order for additional design maintenance area renovations involving the IndyGo Board Room and staff exercise area. The board reviewed committee reports from the Service and Finance committees. Furthermore, updates were provided regarding Bus Rapid Transit projects, including a change order for the Red Line construction management contract and an extension for the Purple Line project. A comprehensive update on the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was presented, covering eligible formula program activities, operational responses to COVID-19, and the implementation of new employee leave policies in accordance with federal legislation.

The board meeting agenda included committee reports from the Finance and Service Committees. Key action items involved the approval of board meeting dates for 2025, various task orders and contracts related to the Washington Street BRT Docking Project, the Blue Line BRT Project, including architectural and construction management services, and the procurement of new diesel buses. Additionally, the board addressed the renewal of enterprise asset management software, drainage renovations at the 1501 garage, pavement markings for Red Line bus pads, and the implementation of a Transit Signal Priority system for local routes. Financial resolutions regarding the transfer of appropriations and the carry forward of outstanding encumbrances for the fiscal year were also reviewed.

The board discussed several items including the approval of a slate of nominees for 2026 Board Officer positions, a contract for fractional executive support, the appointment of a new IndyGo Foundation Board Member, and the 2026 Public Transportation Agency Safety Plan. Additionally, the board considered contracts for software renewals, including Microsoft 365, Avail Technologies, and e-Builder Construction Management software, as well as an agreement with the City of Indianapolis for West Washington Street and the adoption of a resolution regarding an updated cafeteria plan.
