The City Council conducted a regular meeting to address several administrative and legislative items. Key discussions included the appropriation of funds for conceptual planning for a trail project and the renewal of a lobbying contract. The Council held a public hearing and approved an ordinance regarding the continuation of the Homer Accelerated Roads and Trails program and associated sales tax levy. Additionally, the Council reviewed and adopted updates to water and wastewater rates, discussed amendments to the HART policy manual, and received various staff reports regarding city projects, including the airport terminal, road maintenance, and a feasibility study for the harbor expansion.

The commission reviewed and approved conditional use permits for an automotive repair shop expansion on E Street and for an assisted living home on Skyline Drive. Discussions were held regarding an ordinance amendment to remove the requirement for the city planner to contract with an engineer for traffic impact analyses. The commission also approved a preliminary plat for the Terra Bella Subdivision Osborne Addition and acknowledged the withdrawal of the Watson Ridge Simpson Replat application. Additionally, the commission conducted an election of officers and reviewed the 2026 meeting calendar.

The meeting agenda includes a public hearing regarding an ordinance to amend the FY27 Capital Budget to fund conceptual planning for a looped trail above Karen Hornaday Park. New ordinances will be discussed concerning teleconference participation in meetings and amendments to city procurement chapters. The council will consider a resolution to issue a request for proposals for the trail planning project, as well as a resolution to amend the City Council Operating Manual. The Commission discussed several key topics including a presentation by the Homer Hockey Association regarding their programs, infrastructure needs, and financial outlook. Staff reported on various community recreation activities such as the Healthy Kids Fair, youth basketball, and soccer programs. The Commission also reviewed upcoming bylaws, discussed the appointment of a representative to the City Council, and received a detailed informational update on the Multi-Use Community Recreation Center project, including status updates on the HERC site demolition and conceptual planning for a future recreation facility.
