The plan also includes procedures for reviewing caseload concerns, evaluating program effectiveness through various data sources, and provides assurances of compliance with state administrative rules to ensure appropriate and effective special education services.

This Lau Plan outlines the Lone Tree Community School District's comprehensive approach to identifying and serving English Learners (ELs) in alignment with the Code of Iowa. The plan details procedures for identification, placement, and instruction within the Language Instruction Educational Program (LIEP), focusing on developing English proficiency, academic success, and positive multicultural attitudes. Key components include ensuring equitable access to co-curricular and extracurricular programs, providing ongoing professional development for staff, administering annual English Language Proficiency Assessments, defining clear exit criteria, implementing monitoring procedures for exited students, and a framework for continuous evaluation to enhance the educational experiences of EL students.

This long-range needs assessment will analyze data, gather community feedback on student expectations, and evaluate student progress toward learning goals. A committee of administrators, employees, parents, students, and community members will provide recommendations and help prioritize the school district's needs beyond basic skills. The superintendent will report annually on community engagement efforts. The board will identify major educational needs, rank them, develop long-range and short-range plans, evaluate progress, and report annually to the committee, community, and the Iowa Department of Education.
