This document is a Rate and Fee Study developed for the Cosumnes Groundwater Authority to establish a robust and reliable funding mechanism for the implementation of its Groundwater Sustainability Plan (GSP). The study outlines a multi-faceted fee structure comprising a Base Charge for groundwater-using parcels, a Public Water System Fee based on extraction, and an Irrigated Acreage Fee. Its strategic direction is to ensure long-term sustainable groundwater management within the Cosumnes Subbasin and maintain compliance with State-mandated requirements by achieving sustainability by 2042.

The agenda for this special meeting includes the review of various initiatives such as the Home of the Month, Nominate Your Neighbor, and Business of the Month programs. The committee will also discuss community clean-up events, the Earth Day initiative, future topics, clean-up days, a plant project, and the potential utilization of grant funds from Public Works. Additionally, the committee will address missing minutes.

The commission agenda includes discussions on healthy aging initiatives, the Red Hawk Bus service, the Galt Senior Resource Center open house, and updates from the Agency on Aging Area 4. Old business items cover the financial report including budget revenue and expenditures, tracking of volunteer hours, recurring programs such as Bingo, senior walks, and bus ticket distributions, as well as a memorial for the former Vice Chairperson and the Adopt a Grandparent program.

The commission discussed amendments to the Galt Municipal Code regarding objective design standards for single-family residential homes and townhomes. Additionally, the meeting included a review of the 2026-2027 Capital Improvement Program for general plan consistency and a discussion on the potential establishment of a preliminary review process.

The City Council meeting included a proclamation for Familial Adenomatous Polyposis Awareness Week. Presentations were made to recognize the Galt Police Department and Cosumnes Fire District for their life-saving efforts. Additionally, the Fire Chief presented the annual report covering incident statistics, emergency medical services, and operational performance for the fire stations serving the community.
