The Marion County Board of Education's plan involves developing comprehensive, long-range plans by identifying and analyzing factors affecting student learning. A five-year plan includes a mission statement, goals, objectives, and strategies. Annual program improvement objectives are established, including activities, outcomes, timelines, responsibilities, and resources. Budget decisions are based on these long-range plans. An annual retreat reviews progress, determines goal achievement, identifies needed efforts, and addresses major issues. An annual status report is submitted to the Commissioner of Education by September 1st.

The Marion County Board of Education's goals are structured around four primary areas: Instruction, Students, Personnel, and Operations. Instructional goals focus on curriculum improvement, diverse career exploration, integrated student growth (academic, physical, social, emotional), and achievement recognition. Student goals emphasize meeting individual needs, considering student interests and objectives, providing comprehensive programs for disabled students, and fostering responsible citizenship. Personnel goals aim for high-quality staff performance, establishing performance standards, providing professional development, and maintaining an effective evaluation system. Operational goals include securing adequate funding, maintaining fiscal and business management, planning for efficient facility use, and ensuring effective communication between the school director and the board.
