This proposal highlights the critical need for the LA 1/I-10 Connector project due to severe traffic congestion, safety hazards, and hindered economic development in West Baton Rouge Parish. The existing infrastructure, including an aging bridge, frequently causes major delays, impacting daily commutes, emergency services, and economic growth potential. The project aims to provide a new 3-mile roadway and bridge to create a vital second access point, enhancing public safety, supporting industrial expansion, and fostering regional economic opportunities by improving transportation efficiency.

This document outlines a 5-year capital road program spanning from 2026 to 2030. It details planned road projects, including overlays and new construction for specific streets, along with general road repairs, construction, and matching funds for the 415 Connector. The program allocates budget for each year of the plan.

The meeting included discussions on amending the agenda, updates from the Parish President, and public comments. Key topics covered the Louisiana Department of Health and Hospitals contract for the WIC program, condemnation of derelict structures, intercostal overpass construction, overlaying of LA1 South, and updates on Rosedale Road. There were also discussions on addressing concerns about the overlay on 190 and efforts to ensure contractor accountability. Public comments addressed thermal Dyne's pollutants, live streaming meetings, and water contamination.

The council meeting addressed various topics, including the state of the parish in 2019, highway programs, and road repairs.
