The council convened for a special meeting, which consisted of a strategic planning workshop dedicated to discussing and establishing council goals and priorities.

The Commission conducted the installation of officers, appointing a new Chair and Vice Chair. The primary business item involved discussing and approving updates to the bounce house policy at Piper Park, specifically moving toward the use of a single vendor with electrical infrastructure, increasing allowed locations, and requesting a review of the fee structure. The Director provided updates on upcoming nature panel installations, holiday event feedback, and the preparation of the Spring Recreation Activity Guide. Additionally, commissioners shared reports on community events, including upcoming library and park programming.

The agenda includes a public comment session, the presentation of a youth basketball program by St. Pats CYO, a discussion regarding Parks Capital Improvement Projects for the 2026/2027 fiscal year led by the Department of Public Works Director, and a proposal from the Larkspur Chamber of Commerce for a Battle of the Bands event in Piper Park. The meeting also features a report from the Recreation Director and individual reports from commission members.

The plan assesses the city's ability to meet Regional Housing Needs Allocation targets and identifies potential housing sites, while also addressing governmental and non-governmental constraints and promoting energy conservation. The overall vision is to provide a comprehensive set of actions to meet affordable housing needs and diversify housing types within the city, balancing growth with environmental and community character considerations.
