The Strategic Plan for the City of Salinas serves as a roadmap articulating the vision of the Mayor and City Council. It outlines measurable goals and strategies to align policies, projects, and initiatives with this vision, guiding decision-making processes based on shared values identified by the Council.

This document outlines the City of Salinas's strategic plan to address housing challenges and needs for the 2023-2031 planning cycle. It establishes official housing policies, objectives, and identifies sites to meet Regional Housing Needs Assessment goals. Key focus areas include increasing housing supply, providing tenant protections, ensuring safe and healthy housing, advancing affordability, stabilizing neighborhoods, and improving the city's homeless response. The plan aims to ensure all residents have access to safe, affordable, stable, and equitable housing.

The council meeting addressed an extended leave of absence for a councilmember and held a closed session regarding labor negotiations with various employee associations. Proclamations were issued for heritage and appreciation months. A public hearing was conducted regarding annual position vacancy updates and recruitment efforts, and the fire department's 2025 annual report was presented. Due to a joint meeting, the council moved to adjourn and continue remaining agenda items to a later date.

The meeting featured an administrative report providing updates from the City Manager and the School District Superintendent. Additionally, an awards ceremony was held to honor and celebrate retirees and recipients of the Staff of the Year Awards.

The Broadband Master Plan provides a comprehensive strategy for the City of Salinas to achieve universal broadband access. It focuses on establishing a city-wide fiber network, prioritizing service to underserved and unserved communities, and fostering local economic development. Key areas include assessing existing infrastructure, conducting a needs and gap analysis, proposing a prioritized list of fiber network projects, and detailing the Alisal Neighborhood Public Network. The plan aims to bridge the digital divide, stimulate the local economy, and enhance connectivity for residential, business, and governmental needs, supported by a phased implementation and exploration of governance models.
