The council reviewed and adopted various municipal budgets, including the General Fund, Library Fund, Self Insurance Fund, Water Fund, Sewer Rent Fund, and Debt Service Fund for the upcoming fiscal year. Key legislative actions included amendments to the municipal code and table of organization, authorization of funding for the White Plains Cable Access Commission, and the confirmation of special assessments for the Downtown Business Improvement District. Additionally, the council addressed revisions to water rates and received a presentation regarding the Department of Public Safety's May Luv Initiative.

The Transportation Commission reviewed a request for the installation of sidewalks and crosswalks at North Street and Bryant Avenue, which was held for further staff review. Additionally, the commission approved a one-year extension for the Site Plan Approval of a specialized residential health care facility project located at 315-317 North Street.

The Commission addressed several items of business. Regarding old business, they reviewed a request for sidewalk and crosswalk improvements on North Street and Bryant Avenue, concluding that the city will continue to pursue grant opportunities. For new business, the Commission approved a proposal to modify traffic restrictions at Mamaroneck Avenue and Heatherbloom Road to enforce a 'No Turn on Red' at all times. In terms of referrals, the Commission recommended approval for a special permit to operate a health club at 25 North Lexington Avenue and approved a one-year extension for a site plan related to a housing development at 52 North Broadway.

The Transportation Commission reviewed a request from Cuddy and Feder, LLP, on behalf of the Hindu Temple of Tri-State, for a one-year extension of its site plan approval. This approval pertains to the expansion and renovation of the place-of-worship located at 390 North Street, which the Commission recommended for approval following the staff's lack of objection.

The board reviewed several signage and building applications. Approvals were granted for wall signage at Johnstone Supply, Hot Worx, Toma, and Delicias, with specific conditions regarding facade restoration, lighting, and permit requirements. Additionally, the board recommended approval for a site plan regarding a new twenty-seven unit condominium building at 98 Broad Parkway, contingent upon the removal of strip lighting and the screening of rooftop mechanical equipment. Several applications were not reviewed due to the absence of the applicants.
