The agenda for the regular meeting included the adoption of the agenda itself. The Street, Sewer, and Cemetery Committee addressed the approval of the Jackson Sanitary Landfill Post-Closure Assessment Report, authorizing engineering services for the Closed Landfill Permit Boundary Modification Project, approving change orders for the 2025 Asphalt Pavement Improvement Program and the East Main Street Pedestrian Walkway Project, and approving a change order for the Wastewater Treatment Plant Improvements Project. Additionally, motions were made to set public hearings for February 17, 2026, concerning a text amendment related to home occupations and a special use permit for a cabinet/shop in a C-2 District. The Board also considered bills for ordinances related to the zoning text amendment and the Hometown Heroes Banner Program. The meeting concluded with a motion to enter executive session regarding litigation.

The agenda for the regular meeting included adopting the agenda, approving the list of bills paid for the previous month, and changing the date of the subsequent regular meeting and study session due to the Presidents' Day holiday. Action items involved approving a contract extension with Nip Kelley Equipment Company, Inc., for the Water System Facility Plan Implementation Project, Phase 2, Part 1. Additionally, the Board addressed proposing ordinances related to amending Chapter 64 (Historic Preservation) and authorizing Depository Agreements with several banks. Under the Street, Sewer, and Cemetery Committee, action included preparing a request for a text amendment to Chapter 65 (Zoning) regarding Special Use Permits, approving a contract extension with Lappe Cement Finishing, Inc., for the East Main Street Pedestrian Walkway Project, and authorizing a contractual agreement with SEMO Pets for city services. The meeting also included information reports and a planned executive session concerning the leasing, purchase, or sale of real estate.

The meeting included an update on the Rock Garden project, including the installation of railing and a gate, a new concrete parking spot, and new wood stairs. A request was made to donate a plaque in memory of Lester & Ruth Maevers. Discussions also took place regarding the Civic Center Renovation Task Order and the City Pool Renovation Task Order. A proposal was submitted for a change to the Bid Document Request for Baseball/Softball Concession Stands. The 2026 Summer Concert Series schedule was shared. A citizen request to include the Mary Street bridge in the Christmas season lights was discussed.

The meeting addressed old business, including updates on American Rescue Funds allocated to pool renovations, bleacher replacements, restroom heating projects, Litz Park Restroom, Football Park Scoreboard Replacement, and Lower Tennis Court Renovations. Completed projects such as basketball court renovations, tennis and basketball court fencing replacement, Field 5 dugout netting, basketball and lower tennis court resealing and striping, Union Street Restroom, Civic Center pavilion and playground, and tennis court renovation were also discussed. Additionally, Kevin Schaper from the Jackson Evening Optimists spoke about the City of Jackson possibly taking over the Boys' Basketball League.

The agenda includes the presentation of a MIRMA Risk Management grant award to the Jackson Police Department for body cameras, car cameras, and a security system. The board will discuss the City Collector's Report, the City Clerk's and Treasurer's Reports, and consider accepting the 2024 City of Jackson Annual Audit Report. They will also discuss the use of outside loud speakers for the Elks Lodge Luau, appointments to the Economic Development Board, Task Order Authorization No. 25-05 for a Resident Inspector and Engineer IV, cloud-based records management at Jackson Fire Rescue, and the City Hall Tuckpointing and Masonry Repairs Project. Additionally, they will discuss amending Chapter 59 (Taxation) of the Code of Ordinances regarding adult use non-medical marijuana sales tax. A public hearing will be set to consider a request for the rezoning of North High Street and to vacate the public right of way of West Madison Street. The board will also consider renewing a contractual agreement with Precise Target Locating, approving Change Order No. 3 to Fronabarger Concreters, Inc., and amending the "Stop Street Designation Schedule" and the "Parking Prohibited Schedule" by adding a designation on Trussworks Boulevard. The meeting will also include reports by the Mayor, Board Members, City Attorney, and City Administrator, as well as a discussion of future agenda items.
