Furthermore, a conditional use permit was reviewed and approved for an accessory dwelling unit that exceeded the standard size limit, with the commission noting that the additional square footage was necessary to accommodate accessibility requirements such as wheelchair access.

Shafter City Council And Shafter Planning Commission Special Joint Meeting
The meeting focused on the proposed updates to the housing element and associated rezoning requirements to ensure compliance with state housing law. Discussion points included strategies for increasing housing density to improve affordability, the necessity of re-zoning specific plots of land by a March 2027 deadline to avoid penalties, and the potential consequences of non-compliance, such as the loss of local control and the invocation of builder's remedy provisions by developers. The council and commission were updated on the status of ongoing master plan revisions and upcoming public engagement opportunities regarding the rezoning proposals.
The meeting involved the review of Development Agreement Number 25-22 for the Mission Lakes Specific Plan Area. Key topics included a staff presentation on the necessity of increased impact fees for traffic, parks, and sewer infrastructure, and the subsequent negotiation process with land owners. The Commission reviewed a legal comment letter regarding environmental compliance and confirmed that the project remained within the scope of previous environmental impact analyses. Additional discussion addressed the inclusion of multi-family housing in the city's housing inventory and updates on park planning, specifically the shift from a lake concept to programmed ballfields to ensure financial feasibility. The Commission concluded by recommending the City Council approve the development agreement.
