The plan prioritizes centering equity in student success and completion, addressing barriers to achievement, reimagining the student experience, and creating a sustainable case management framework. A primary objective is to double the student completion rate within the next five years, targeting an overall completion rate of 26%.

This document outlines the budget priorities for SAC, covering the periods 2025-2026 and 2026-2027. It identifies general priorities such as legal mandates, health and safety, guided pathways for student success and retention, maintaining large college status, and meeting apportionment targets. Specific priorities include enhancing instructional support, restoring essential services, optimizing FTES production, improving tools and technology, and strategic hiring. Additionally, the plan addresses facilities support by focusing on improving appearance, functionality, sustainability initiatives, and preventative maintenance.

The meeting addressed the Resource Allocation Request (RAR) process, noting the absence of a formal rubric and emphasizing that priorities are embedded within the RAR form and program review process. Key action items involved the second reading of Budget Priorities for FY 2026--2027. Significant revisions were debated and conceptually agreed upon, including explicitly including equity alongside Guided Pathways, replacing references to AB 705 with 'legislative mandates,' correcting language related to FTES production (changing 'continuing education' to 'noncredit'), and restructuring sections. Specifically, FTES production was moved under 'Maintain Large College Status,' and the former FTES Support section was reframed as 'SCFF and FTES Support.' Specific Priority #2 regarding the Supplemental Retirement Plan (SRP) was deleted as the college has recovered from those service losses. The committee decided to table the final vote on the revised document until the February 3, 2026 meeting to allow time to incorporate an acronym legend and finalize the perfected version.

The Planning and Budget Committee meeting agenda included action items such as the third read of the FY26/27 Budget Priorities for the RAR Process. Reports covered the Quarter 2 Budget Performance, the Governor's Proposed Budget Presentation, and SCFF Reports on End of Semester Metrics. New business involved the 2026-2027 School of Continuing Education Program Review and RAR Request, and funding for new classified and management positions (for information only). Future agenda items included discussions on Categorical Funds and an assessment of committee calendar tasks.

The board approved several agreements, including a Smartabase Subscription Agreement for Santa Ana College (SAC) Criminal Justice Academies with Fusion Sport Inc., standard inter-agency instructional services agreements between RSCCD on behalf of Santa Ana College and California State Parks and Recreation, as well as Anaheim Fire and Rescue. Additionally, the board approved educational affiliation agreements between RSCCD on behalf of Santa Ana College and Acacia Adult Day Services, along with Port View Preparatory and Sparkle Where Our Voices Shine Inc. The board also approved the terms of service agreement between RSCCD on behalf of Santa Ana College and American Occupational Therapy Association, Inc. (AOTA), and a standard clinical affiliation agreement between RSCCD on behalf of Santa Ana College and College Hospital Partial Hospitalization Program. Furthermore, the board approved amended Exhibits A and B of the Nuventive master software and professional services agreement between RSCCD on behalf of SAC and Nuventive, LLC. The board also approved and certified the SCC School of Continuing Education high school diploma program graduate list 2020-2021, and the Santa Ana College Degrees and Certificates for Spring 2021, as well as Santiago Canyon College Associate Degrees and Certificates for Spring 2021.
