City of Tigard seeks a local (Portland Metro) event consultant to plan and implement three 2026 community events—Pride Parade & Festival, 4th of July Celebration, and El Tigre Festival. Scope includes vendor and performer management, rental/stage and supply logistics, site mapping and wayfinding, safety/traffic planning, sponsorship acquisition, equity-focused community outreach, bilingual (Spanish) communication for El Tigre, and day‑of onsite coordination. Contract is 9 months (estimated 550 total hours, ~15 hrs/week); cost proposal should include labor and overhead only (city will purchase equipment/performer fees). Evaluation weights: Experience 30%, Approach 30%, Qualifications 20%, Price 20%.

The project generally consists of the following: a. Temporary signage, protection, and traffic control b. Temporary erosion and sediment control c. Construction of concrete curbs, ramps and pedestrian facilities. D. Construction of asphalt concrete pavement repair including aggregate placement. E. Installation and relocation of permanent signage and striping. F. Removal of existing flashing pedestrian crossing beacons. G. Installation of new flashing pedestrian crossing beacons and appurtenances. H. Performance of additional and incidental work as called for by the specifications and plans.
