Seeking a qualified and experienced firm to conduct building energy assessments for multifamily buildings. Preliminary data collection and scheduling: analyze information given from city about selected cohort of buildings, including location, utility bills and configuration of billing, square footage, etc. Schedule site visits directly with property owners and obtain any necessary information for accessing buildings. Familiarity or approval as a registered contractor under pepco's quick home energy check (qhec) program would be preferred. Seeking a qualified and experienced firm to conduct an assessment of the city's rent stabilization program that engages with tenants and landlords to understand the efficacy of the program and identify opportunities for enhancement and modification, supplemented by data from sources such as the city and county; examines best practices with rent stabilization around the country in balancing tenant protection, incentivizing high quality housing, addressing affordability, and creating housing choice; and provides recommendations for policy modifications based on best practices and addressing the concerns discovered through the analysis of data and engagement with landlords and tenants.
