Operate low barrier emergency shelters and Safe Temporary Emergency Placement Sites (STEPS) to deliver SSPfunded services during the upcoming grant period. The Statewide Shelter Program (SSP) aims to maintain the operations, services, administration, and bed capacity of Oregon's statewide Shelter system. SSP prioritizes Low-Barrier Shelters and supports Recovery-Based Shelters as outlined in this manual. SSP funding supports the reduction of unsheltered Homelessness and assists people experiencing Homelessness in transitioning to housing stability. SSP funding comes from state general funds.

Outreach is designed to engage individuals experiencing homelessness who are disconnected from traditional systems of care and help them transition into permanent housing without preconditions. Outreach funding will enable providers to strengthen connections with underserved communities and improve access to housing resources. Outreach partners are expected to partner with local agencies and culturally specific organizations to ensure services are inclusive and accessible to disproportionately impacted populations. Activities may include direct engagement in non-traditional settings (streets, encampments, public spaces), transportation assistance, provision of basic needs items to build trust and community engagement strategies that strengthen referral pathways.
