Seeking from qualified private development entities or development teams to serve as the County’s master development partner through a public-private partnership pursuant to Texas Local Government Code Section 271.908. The selected entity will act as the County’s agent for authorized activities involving the planning, design, development, financing, maintenance, operation, or construction, including oversight and inspection, of County facilities and improvements to real property. The County seeks an experienced development partner capable of coordinating a comprehensive, phased development program and evaluating appropriate public and private participation. The precise allocation of responsibilities, financing, compensation, performance obligations, and project risks will be established in a negotiated project development agreement approved by Commissioners Court.
