Bluegrass Area Development District

The council received a presentation from the Executive Director of the Bluegrass Board of Realtors regarding shifts in the real estate market. The discussion specifically addressed the rising prices of single-family homes, trends in Fayette County, and the broader implications of these housing market changes for cities located in the outer ring of the Bluegrass region.

The Executive Committee discussed financial reports including program net income and investment account status. The District Staff Report covered building maintenance, committee participation, and KIRP activity. Departmental updates were provided for Aging, Community Planning, GIS and IT, and Workforce departments. Various advisory councils, including those for Aging, Natural Resources, Regional Transportation, and Water Management, provided activity reports. A subcommittee review of the Executive Director's salary resulted in the approval of a 9.1% increase based on a performance evaluation.

The committee reviewed the current financial standing, including fund balances and net assets, and approved the financial statements and investment reports for December. Staff reports highlighted the recognition of an employee of the quarter, an appointment to the KCADD Board of Directors, ongoing impact visits to various counties, and preparations for a department head retreat. Departmental updates covered human resources initiatives such as new hires and RFP releases, aging programs, community planning projects including regional comprehensive plans and transportation meetings, and workforce development initiatives. The Natural Resources and Environmental Protection Advisory Committee provided an update on their work regarding invasive species.

The committee reviewed the financial statement, net assets, and investment reports, ultimately deciding to utilize CashVest for fund management. Staff provided comprehensive reports covering district operations, departmental updates from Aging, Community and Economic Development, and Workforce, as well as an introduction to new committee leadership. Additionally, representatives from USDA Rural Development presented information on available programs.

The committee reviewed the financial report, including fund balances and program income, and approved the report on investments. The FY2024 draft audit was discussed and recommended for acceptance. The District Staff Report provided updates on annual meeting attendance, organizational strategies, gemba walk processes, and board engagement. The committee approved the selection of a contractor for roof repairs. Departmental reports were presented, covering HR policies, aging department database shifts, community planning projects, GIS and IT systems integration, and workforce performance. Updates from various councils and committees, including the Area Agency on Aging and Independent Living, Emergency Preparedness Advisory Committee, Human Services Advisory Council, Regional Planning Council, and Regional Transportation Committee, were also received.
