The objective of this Sources Sought Notice is to identify firms capable of providing strategic, operational and technical support for the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), Defense, Pricing, and Contracting Acquisition Policy (DPCAP). This effort is crucial for defining required capabilities, data standards, and business processes to enhance procurement functions across the Department of Defense (DoD). The DPCAP's mission includes coordinating with various military components and federal agencies to implement procurement strategies effectively.

This is a sources-sought/pre-solicitation issued to identify firms capable of providing strategic, operational, and technical support to the Defense Pricing and Contracting Acquisition Policy (DPCAP) office, focused on procurement data strategy, procurement capabilities and data standards, property processes, intergovernmental transactions, and procure-to-pay improvements. Prospective vendors are instructed to submit capability statements (maximum 10 pages) addressing five exemplar tasks; the notice is not a grant and is a pre-solicitation/sources-sought. The response deadline is January 30, 2026, and the government will not accept questions or provide follow-up after the deadline.

The DoD Manufacturing Technology (ManTech) Program furthers national security objectives through the development and application of advanced manufacturing technologies and processes. Section 4841 of Title 10, USC, provides that the DoD ManTech Program will further national security objectives through the development and application of advanced manufacturing technologies and processes that: reduce the acquisition and supportability costs of defense weapon systems; and reduce manufacturing and repair cycle times across the life cycles of such systems.
