To identify available software solutions to store and search subjects at the classified level. This solution is not intended to replace the next generation identification system functionality, which was developed and implemented in collaboration with the fbi’s federal, state, local, tribal, and territorial partners. The solution shall reside at the secret and/or top-secret/sci level with the ability to support data feeds from external systems. The solution must allow the ability to enroll and search face, fingerprint, palmprint, iris, and latent fingerprints, and associated biographic information with a given set of biometrics. The ability to add additional biometric modalities in the future is also desirable. The solution must be identity based, as opposed to event based, such that all biometric and biographic information for a given individual is digitally linked together and can be retrieved by searching any biometric or biographic data element. The solution must be flexible and scalable with the ability to increase capacity and add biometric and biographic information for new identities or add to existing identities over time. The solution must also provide the ability to export customizable packages of identity records.

The U.S. Air Force Academy intends to award a sole source commercial contract to Parsons Corp. for the procurement of three Javelin+ Mobile Biometric Collection Kits and three FABIS Applications. This procurement is being conducted as a special notice of intent to sole source under NAICS code 334118 with an estimated value between $75,000 and $150,000. The kits are ruggedized biometric collection tools intended for use at the USAF Academy in Colorado.
