Summary
Secure care is the most restrictive level of care for UAC and is designated for those UAC who have been charged with or convicted of a criminal offense, are chargeable with such an offense, or whose alleged conduct poses a threat to self or others. A secure facility is a licensed facility that is locked with a no-climb fence or one that is identified as a secure juvenile detention facility. For example, no-climb fencing as opposed to concertina wire and offers internal mechanisms and controls to manage violent behaviors. The determination of which UAC meets secure care placement criteria is made by ORR, and assignment of physical custody to a secure care provider facility is made as immediately as possible by ORR. Secure levels of care are licensed in their respective state to operate as a secure facility that houses juveniles with issues surrounding violence and criminal behavior. See attached file.
