REQUEST FOR PROPOSALS TO PROVIDE SECONDARY COUNSEL LEGAL SERVICES

Description: The Winchester Retirement Board is seeking an attorney or law firm to serve as secondary counsel with experience representing Massachusetts public retirement boards in matters pertaining to Massachusetts public employee retirement law (G.L. c. 32 and 840 CMR), as well as ancillary areas including the Massachusetts Public Records Law, Ethics Law, and Open Meeting Law. The Board oversees the Winchester Retirement System, which administers public pensions for over 1,700 active and retired employees and their beneficiaries of the Town of Winchester and the Winchester Housing Authority, managing approximately $207 million in system assets. Proposals must be submitted by the deadline of August 14, 2026 at 12:00 p.m.

Legal Services - Bond Counsel (Request for Proposals)
The Board's Bond Counsel shall be responsible for specialized legal work and services in connection with matters of public finance and other matters as directed by the District’s Governing Body, including but not limited to the authorization, issuance, sale and delivery of Bonds and/or Bond anticipation notes for the District, including the preparation of any bond resolutions, the preparation of resolutions authorizing financing, the preparation and review of the notice of sale and the bond or bond anticipation notes, the assistance in the preparation and review of Official Statements, the preparation of all closing documents necessary for the issuance of bonds or bond anticipation notes, attendance at the closing of the bonds or bond anticipation notes, preparation and providing final legal opinions approving bond or bond anticipation note issues. Assistance with the bond referendum process. The Bond Counsel may be assigned to advise, consult with, and/or represent the District and/or its officials in these or related matters.
