Summary
Provide Operations and Maintenance at Risk (OMAR) advisory services in support of the planning and design of a Waste-to-Energy (WTE) facility. The selected OMAR firm will provide operational input and guidance to inform facility design decisions, with emphasis on long-term operational success, including operability, safety, maintainability, reliability, and regulatory compliance. Partnerships/subcontracting arrangements are encouraged where the combined value of parties involved adds to the total experience and ability of the proposer; however, MOA will require to engage with a single firm or entity with business operations in Alaska and an Alaskan registered office. The selected O&M advisory services provider will function in a “shadow operator” capacity, offering practical, experience-based input across all aspects of project development to help ensure the proposed facility is operationally feasible, efficient, and effective. Services will include, providing design-phase operability reviews, operations-driven cost intelligence, advising on operational logistics and maintenance planning, supporting stakeholder engagement as part of an integrated project team, and contributing to the development of the facility’s operations and maintenance approach.
