The City of Philadelphia, through its Department of Planning and Development (DPD) and the Division of Housing and Community Development (DHCD), is soliciting proposals from qualified consultants to serve as the Project Manager for the Curbside Appeal Program (CAP), a new property visual improvement initiative under the H.O.M.E. initiative.
