Summary
USTRANSCOM anticipates issuing a solicitation on behalf of the Defense POW/MIA Accounting Agency (DPAA) for rotary-wing aviation support in Papua New Guinea to support the accounting of missing Americans. The contractor will provide all labor, equipment, mission planning, and emergency medical evacuation capabilities to execute up to three recovery missions per year, varying from 14 to 90 days. The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed Price and Time & Materials elements via full and open competition under FAR Part 12 and FAR Part 15, with the RFP to be posted to SAM.gov on or about July 17, 2026.
