Any Shopping Mall liquor license shall only be issued to permit the sale of alcoholic beverages for immediate consumption on the premises of an establishment that operates or plans to operate as a food and beverage establishment located within the Mall (located on portions of Block 3000, Lots 2.07, 3.05, 3.07, 3.08, 3.12, and 3.14) and shall not be transferred for use in connection with an establishment operating on any other property. A prospective bidder must demonstrate ownership or present a contract or lease agreement to operate such an establishment within the Mall.
