The Missouri Department of Corrections is soliciting proposals for Offender Communication Services to provide an offender communication system (phone, digital mail, video visitation, tablet access), offender financial services, and an AI-powered text messaging application, plus hardware/software maintenance and reporting. The contract’s period of performance is six years and will cover services at multiple correctional facilities across Missouri. Bidders must be registered in MissouriBUYS with ‘Approved’ status and demonstrate prior experience and qualified personnel for multi-institution systems.

Provide sex offender treatment services for civilly committed sex offenders. The services include but are not limited to the following sex offender treatment services: assessments, assessment updates, individual therapy, group therapy, staffings, biennial reports, court appearances, affidavits, penile plethysmographs (PPG), family sessions and chaperone training. During the course of treatment services and upon completion of sex offender treatment services, the contractor shall be available to provide expert testimony in court as needed

Provision of sex offender treatment services; work includes: psychosexual evaluation and treatment evaluations ordered by the court to identify treatment gains/losses and imminent risk for sexual recidivism. Treatment as previously recommended by the colorado mental health institute-pueblo (cmhip) sexual treatment and evaluation program (step) to ensure continuity of care and maintenance of treatment gains made when the individual was an inpatient.
