Newborn Screening Services- Notice of Intent to Sole Source

The Defense Health Agency (DHACA/DHA) issued a Notice of Intent to Sole Source to Aptagen, LLC to increase services under an existing contract to generate DNA aptamer libraries for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID). The modification adjusts numbers of DNA aptamer generations and adds an additional target of pseudoviruses; work will be performed in Frederick, Maryland. The requirement is for no fewer than one and no more than four DNA aptamer library generations per year targeting pseudoviruses and/or alpha-conotoxins and/or palytoxins to support USAMRIID project CB11484.

The Department of the Navy (Naval Supply Systems Command) issued a Notice of Intent to award a sole-source contract to Cox California Telcom, LLC for cable, internet and telecommunications services and initial installation at the FLC building in San Diego, CA. The notice cites existing Cox infrastructure and compatibility needs (including support for video phone systems for hearing-impaired employees) as justification for sole-sourcing, and it allows other firms to submit capability information during a short comment window. The procurement indicates a base performance period from January 1, 2026 through December 31, 2026 with three option years extending through 2029.

The U.S. Army Corps of Engineers (USACE), St. Louis District, issued a Notice of Intent to sole source a modification to an existing contract for emergency replacement of a downstream guide cell at Lock and Dam 25 in Winfield, MO. The action would be negotiated with the incumbent contractor (Massman Construction Co.) under authority FAR 6.302-2 for unusual and compelling urgency and is not a solicitation for competitive proposals. Interested parties may contact the Contracting Officer (whitney.r.dee@usace.army.mil) but no solicitation will be posted to SAM.gov if sole source proceeds.

The Bureau of Engraving and Printing (Fort Worth, TX) intends to negotiate a sole source contract with Allied Materials and Equipment Company Inc. for Security Hoods for Stack and Rack Carts. This notice is not a request for competitive proposals, but firms that believe they can meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days of publication. The notice was published Dec 19, 2025 and responses are due Jan 02, 2026 at 4:00 PM EST.
