Multi-Campus Security Systems and Emergency Operations Center Upgrades

Asheville-Buncombe Technical Community College seeks contractors to renovate space for an Emergency Operations Center, upgrade security systems across 27 buildings at four campus locations, and enhance the Emergency Annunciator System. The U.S. Army Corps of Engineers, Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) to repair and upgrade the NAO Headquarters Emergency Operations Center (EOC) in the Waterfield Building, Norfolk, VA, including interior renovations, technology infrastructure, backup power (generator), furniture, and emergency equipment storage. This is a presolicitation notice — the formal solicitation is anticipated to be posted on the Procurement Integrated Enterprise Environment (PIEE) website in or about January 2026 and is expected to be posted for 30 calendar days. The procurement will be a firm-fixed-price contract, solicited as a 100% small business set-aside under NAICS 236220 with an estimated construction magnitude between $1,000,000 and $5,000,000.

Work includes safety, security & electrical systems upgrades.

The Petersburg Campus Security Upgrades project entails district-wide electronic door control system installation, selective door replacement, and intercom installation. The Petersburg Borough School District (PBSD) comprises four buildings: Middle/High School, Elementary School, Vocational Education Building, and District Office. Door schedules are organized into priorities. Priority 0 encompasses non electronic controls improvement to doors. This could include door replacement, lock core replacement or door repair. Priority 1-4 are electronic door control installation and non-electronic zone support work sorted in order of importance to PBSD and to be installed with funds available.
